Washington, D.C. — Center for American Progress policy experts are available to comment today after Republicans on the House Rules Committee refused to allow a vote to repeal an amendment to the National Defense Authorization Act, or NDAA, that guts discrimination protections for lesbian, gay, bisexual, and transgender, or LGBT, federal contract workers.
The amendment in question—known as the Russell Amendment—was added to the largely unrelated NDAA during a markup in the middle of the night with no warning and little opportunity for debate. It is a sweeping anti-LGBT provision that effectively overturns a historic executive order protecting LGBT workers operating under federal contracts and permits taxpayer-funded discrimination.
