Benjamin Hovland is a Senate-confirmed federal executive with two decades of experience at the intersection of election administration, cybersecurity, and intelligence policy. As chairman and commissioner of the U.S. Election Assistance Commission, he directed the modernization of national voting system security standards; led interagency crisis coordination during a pandemic-era presidential election; and built federal, state, and local coalitions to strengthen election infrastructure. Hovland holds an active Top Secret/Sensitive Compartmented Information clearance and has a proven ability to lead multimillion-dollar programs; advance bipartisan policy reform; and translate complex security and intelligence issues for policymakers, the media, and the public. He earned a graduate certificate in intelligence studies in information and influence intelligence from National Intelligence University and a graduate certificate in cybersecurity strategy and policy from the University of Maryland. He also earned a Juris Doctor from the University of Oregon and a Bachelor of Arts in political science from the University of Central Arkansas.
