Simon Workman is the associate director of Early Childhood Policy at American Progress. His work focuses on elevating the need for high-quality, affordable early childhood programs and identifying policy solutions that improve program quality and increase access and public investment. He also leads the team’s state child care policy work, providing state legislators, advocates, and administrators with technical assistance, research, and testimony on early childhood policy.
Prior to joining American Progress, Workman led early childhood projects related to finance, evaluation, and policy analysis at APA Consulting in Denver, Colorado. In addition to conducting research, he provided technical assistance to states, counties, and cities related to the cost of providing quality early childhood programs. This work included the development of an online calculator—the Provider Cost of Quality Calculator—for the Office of Child Care at the U.S. Department of Health and Human Services. The calculator estimates the cost of providing high-quality child care in various settings. In addition, Workman’s experience includes conducting evaluations of early childhood quality rating and improvement systems, or QRIS, and city preschool initiatives. Earlier in his career, he managed professional development programs for Citi Private Bank in London and New York.
Workman holds a bachelor’s degree from the University of Wales, Swansea, and a master’s degree in public policy and public administration from the University of York. A British native, Workman has lived and worked in the United States for more than a decade and currently resides in Virginia with his wife and two young children.
