Citizens United held that government cannot stop corporations from spending unlimited money on elections. But corporations are creatures of state law—every one of them is brought into existence by a state, with a list of powers the state defines. CAP’s Corporate Power Reset (CPR) is a state-by-state legal strategy that uses that authority to no longer grant political-spending power to corporations operating in a state. CPR does not regulate speech. It’s not regulation, it’s redefinition. It does not overturn Citizens United. It makes it irrelevant.
