Ryan Mulholland is a senior fellow at American Progress, where he focuses on international economic policy, climate, and trade, as well as industrial policy and manufacturing competitiveness. Mulholland previously served as director of trade and competitiveness at the National Security Council. He was the lead U.S. negotiator on the Indo-Pacific Economic Framework for Prosperity Supply Chain Agreement, which was signed in 2023.

Mulholland also served in a variety of roles as a civil servant at the U.S. Department of Commerce, including acting director of policy and senior adviser for global supply chain competitiveness for the International Trade Administration (ITA). Earlier in his career, he served as senior adviser for international trade and investment for the deputy secretary of commerce. He began his career as an industry analyst for the ITA, specializing in renewable energy.

Mulholland holds a Master of Arts in national resource strategy from the National Defense University, where he graduated with distinction. He also holds a Master of Arts in American government from Georgetown University and a Bachelor of Arts in history and political science from the University of Minnesota.
