STATEMENT: Mike Johnson’s Tariff Rule Would Tie the Hands of Every Lawmaker Trying to Keep the Country Out of a Recession, Says CAP’s Neera Tanden

Washington, D.C. — This afternoon, the House is expected to vote on a binding rule initiated by Speaker of the House Mike Johnson (R-LA) that would block lawmakers from reversing last week’s tariff announcement. The rule would do so by saying that a day is not a day for the purposes of the National Emergencies Act, thereby preventing the House from bringing a privileged resolution of disapproval to a vote after 15 calendar days (as provided for by the statute). This would prevent any legislation seeking to reverse last week’s tariffs package from passing the House, even if that legislation already passed the Senate. Any lawmaker who votes for this rule is voting for Trump’s tariffs package and its global economic consequences. This rule can be voted down by a majority of the House, so a handful of representatives can stop this rule from taking effect. Ahead of the vote, Neera Tanden, President and CEO at the Center for American Progress, issued the following statement:

A vote for this rule is a vote for the tariffs that will cost American families nearly $4,000 per year and plunge the country toward recession. The rule would tie the hands of every lawmaker who wants to rein in last week’s executive overreach. This is not a partisan issue—this is about protecting American families, American businesses, and the American people. The House should reject this rule.
