RELEASE: Project 2025’s Prescription Drug Plan Would Increase Costs for as Many as 18.5 Million Seniors and Others With Medicare

Washington, D.C. — Seniors and other Medicare enrollees have begun to benefit from the Inflation Reduction Act of 2022 (IRA). However, Project 2025, an authoritarian playbook published by an extreme far-right think tank last year, could put those cost savings in jeopardy. Project 2025 calls for repealing the IRA, reversing critical legislation that has helped lower the cost of prescription drugs. A new Center for American Progress column explains how if Project 2025 is implemented, it could lead to higher out-of-pocket prescription drug costs, affecting millions of Medicare enrollees. 

Project 2025’s drug pricing agenda calls for repealing the IRA in full, reversing the much-needed savings Medicare enrollees have already begun to receive through the package of prescription drug reforms.  The IRA was an important step toward countering Big Pharma’s unrestricted power to demand excessive Medicare drug prices. Project 2025 would once again give Big Pharma control over who can get the medications they need.

This new CAP column shows how Project 2025 would increase prescription drugs costs for Part D enrollees on a state-by-state basis if implemented. Some key takeaways include:  

  • More than 1.5 million Medicare Part D enrolled would see their 2025 out-of-pocket costs rise if the $2,000 out-of-pocket cap made possible through the IRA is repealed. 
  • As many as 18.5 million Medicare Part D enrollees could lose much-needed cost savings from the repeal of IRA’s prescription drug reforms. 
  • Some seniors could see an average of nearly $400 in lost drug savings in 2025 alone. 
  • Medicare Part D enrollees across the nation could lose out on $7.4 billion in total out-of-pocket savings next year.

“This plan treats seniors’ access to affordable drugs as collateral damage,” said Nicole Rapfogel, policy analyst for Health Policy at CAP and author of the column. “Project 2025 prioritizes Big Pharma’s bottom line at the expense of millions of Americans’ ability to afford or access the prescription drugs they need.”
