Washington, D.C. — The Center for American Progress welcomes H.A. Hellyer, an internationally recognized scholar in geopolitics and security studies, as a senior fellow in its National Security and International Policy department.
Hellyer comes to CAP with more than two decades of experience on both sides of the Atlantic as an expert on geopolitics, political economy, and security studies in the Middle East, Europe, and Southeast Asia. His distinguished career has included prominent roles, including deputy convenor of the United Kingdom’s task force on tackling radicalization and as the first economic and social research council fellow in the U.K. Foreign and Commonwealth Office.
A prolific author and editor or co-editor of 10 books, Hellyer’s commentary has appeared on CNN and the BBC, as well as in The Washington Post, The New York Times, The Guardian, and Politico. His academic attachments have included positions at Cambridge University, the University of Warwick, the American University in Cairo, and Harvard University.
“Dr. Hellyer’s ability to provide nuanced insights into complex geopolitical challenges will strengthen CAP’s work to advance a principled, pragmatic foreign policy,” said Alan Yu, senior vice president for National Security and International Policy at CAP. “His expertise in Europe, the Middle East, and Southeast Asia will make a welcome addition to our department.”
Hellyer’s policy track record includes senior positions at the United Kingdom’s Royal United Services Institute for Defence and Security Studies, where he continues to hold a dual appointment, as well as previous posts at the Carnegie Endowment for International Peace’s Middle East Program, the Brookings Institution’s Center for Middle East Policy, and Malaysia’s Institute of Strategic and International Studies.

Hellyer earned a B.A. in law and an M.A. in international political economy from the University of Sheffield. He received a multidisciplinary Ph.D. in social sciences from the University of Warwick as an Economic and Social Research Council scholar.
