RELEASE: AI Developers Fail To Shore Up Third-Party Safeguards, CAP Report Says

Washington, D.C. — In the six months since the Center for American Progress released recommendations on responsible generative artificial intelligence (AI) deployment, developers and deployers have done little to shore up third-party safeguards.

A follow-up report that reviews the external-facing policies of six major AI developers—OpenAI, Anthropic, Microsoft, Amazon, Google, and Meta—finds that none have made the changes recommended by CAP.

CAP’s original report highlighted a critical, yet often ignored, aspect of responsible generative AI: the lack of safety requirements and tools for third parties who use developer AI models. This problem will only get worse as more third parties access and build generative AI models without any required security or safety features.

The latest report highlights four priority policies that should be implemented immediately:

  1. End-user reporting
  2. Content safety tooling
  3. Standardized transparency reporting
  4. Comprehensive documentation to assist deployer compliance
