Phil Burton is the senior director for State and Local Government Affairs at American Progress. He most recently served as the senior adviser for infrastructure equity at the U.S. Department of the Interior, where he helped state and local governments take advantage of the opportunities created through the Bipartisan Infrastructure Law to improve local economies and address environmental hazards. Prior to joining the Biden-Harris administration, Burton spent nearly six years at the National Park Service, helping them to implement the Great American Outdoors Act and maintain public lands across the country.
Burton holds a master’s degree in public policy from the University of Maryland and a bachelor’s degree in sociology from California State University, Fullerton.
