It seems obvious to say that education funds should be directed where they are needed most. But this is often not the case. Federal funding should increase assistance to students with extra needs, including low-income pre-schoolers and students in K-12 schools, students with disabilities, English language learners, students in high schools with elevated dropout rates, and financially needy college students, among others. These funds should be used to close vast disparities in educational achievement between low-income and minority students and their more affluent peers.
