RELEASE: Estimated Health Insurance Coverage Losses by State and Congressional District Spurred by Trump Administration

Washington, D.C. — Today, the Center for American Progress released new estimates for health insurance coverage losses by state and congressional district for the 119th Congress. The analysis captures the devastating effects on health coverage of President Donald Trump and congressional Republicans’ One Big Beautiful Bill Act, which makes the largest cuts to Medicaid in American history, as well as changes to the Affordable Care Act, including the expiration of enhanced premium subsidies available to marketplace shoppers through 2025.

CAP’s congressional district-level analysis is based on state coverage loss estimates published by KFF earlier this month. KFF’s estimates rely on new data released by the Congressional Budget Office on projected coverage losses spurred by Trump’s budget bill.

The congressional districts CAP estimates will see the largest increases in uninsured residents include:

  • Arizona’s 3rd congressional district (Rep. Yassamin Ansari): 80,000
  • Arizona’s 7th congressional district (vacant): 70,000
  • Washington’s 4th congressional district (Rep. Daniel Newhouse): 66,000
  • Kentucky’s 5th congressional district (Rep. Harold Rogers): 64,000
  • Louisiana’s 6th congressional district (Rep. Cleo Fields): 64,000
  • New York’s 15th congressional district (Rep. Ritchie Torres): 63,000

“Our analysis reveals the catastrophic consequences that Trump and congressional Republicans’ big bill will have for Americans’ health and financial well-being across every state and congressional district in the country,” said Natasha Murphy, director of Health Policy at CAP and co-author of the column. “Families, health systems, and entire communities will feel the effects of these cuts. It’s hard to overstate how devastating this will be for our public health.”
