Jess Keller is the senior policy and program manager of Global Progress Action at American Progress. Prior to joining American Progress, she managed the Policy and Programs Team at Georgetown University’s Institute for Women, Peace and Security (GIWPS), where she advanced strategic initiatives to promote gender equality and inclusive peacebuilding. Her work has spanned conflict zones in Afghanistan, Ukraine, Myanmar, Sudan, and the Balkans, where she led high-impact research projects, convened global leaders, and coordinated engagement with stakeholders across the U.S. government, the United Nations, civil society, and the private sector.
Keller previously held positions with the U.S. Senate, West End Strategy Team, and humanitarian organizations serving refugee communities in Greece and Denmark. She was a 2024 Presidential Management Fellow and holds a master of science in global governance and diplomacy from the University of Oxford and a Bachelor of Arts from Georgetown University.
