The Center for American Progress is unveiling a groundbreaking one-two punch to drain big and secret money from our politics, a strategy with the potential to upend how campaigns are financed in America.
First, CAP has identified a simple but extraordinarily powerful tool that states can use to render Citizens United irrelevant—one that’s been hiding in plain sight. Every state has sovereign authority to decide what powers it grants its corporations. By no longer granting corporations the power to spend in politics, states can block both corporate and dark money from flooding their local, state, and federal politics.
Second, CAP is advancing a complementary federal strategy that takes aim at the other half of the big-money equation: unlimited billionaire spending through super PACs. This effort combines legislative reform with a litigation campaign that challenges the false factual premise of Citizens United—the claim that unlimited independent spending cannot possibly corrupt or even create the appearance of corruption.
This is already in motion. The state strategy is advancing in Montana, where a constitutional initiative is headed for the 2026 ballot. This event highlights CAP’s national launch of its plan uniting state and federal strategies to finally end the dominance of corporate, secret, and super PAC money in American politics.
