PRESS CALL MONDAY: CAP to Release Open Enrollment Projections for 2018

Washington, D.C. — The Center for American Progress will host a press call on Monday, October 30, at 1:00 p.m. to release an analysis of what 2018 open enrollment predictions would look like in the absence of the Trump administration’s widespread sabotage of the Affordable Care Act.

Open enrollment this year starts next week on November 1 and ends December 15, a tighter window than last year’s enrollment window.

During the Obama administration, Emily Gee, former economist for the Office of the Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services (HHS), and Richard Frank, former Assistant Secretary for Planning and Evaluation, calculated annual enrollment projections for HHS. Despite projecting growth in each of the past four years, HHS has not announced any projection for 2018 open enrollment.

Rather than supporting and promoting open enrollment so that more people can find coverage, the Trump administration is actively taking steps to undermine it. These sabotage efforts include cutting the duration of the open enrollment period in half; slashing the marketplace advertising budget by 90 percent, despite the proven effectiveness of outreach and television advertising in getting people covered; and cutting funding to navigator groups that provide valuable in-person assistance to consumers in need of coverage.
