Washington, D.C. — Across the United States, governors and state legislatures play a critical role in shaping how veterans access the care, benefits, and dignity they’ve earned.
“Serving All Who Served” marks the launch of the Transgender Veterans Toolkit—a practical, state-focused resource from the Center for American Progress and Out in National Security that equips policymakers to advance inclusion, improve service delivery, and strengthen institutional trust. The toolkit focuses on health care, employment, and housing policy, where small, targeted state actions can deliver measurable results within 90 days. Every recommendation is achievable without new legislation and based on tested models already working in select states.
This virtual event brings together senior leaders in military and veterans policy to highlight state-level innovation and actionable steps toward ensuring that every veteran is recognized and supported in full.
