Washington, D.C. — The former associate director for Health Programs at the White House Office of Management and Budget (OMB), Topher Spiro, is returning to the Center for American Progress as a senior fellow for Health Policy. At CAP, Spiro will lead efforts to develop and advance bold policy ideas to lower costs, expand coverage, and improve the quality and deliverability of care.

Spiro served as a senior OMB official under former President Joe Biden, where he was the chief health finance official of the federal government. In that role, he oversaw all health care spending, including more than $90 billion for the U.S. Department of Health and Human Services and tens of billions of dollars in COVID-19 pandemic response funding. He also led the policy review of all health care regulations and Medicaid waivers at OMB.
Before joining the Biden administration, Spiro worked in the U.S. Senate, where he helped craft the coverage provisions of the Affordable Care Act for the Health, Education, Labor and Pensions Committee. Earlier in his career at CAP, his advocacy was widely credited with helping save the Affordable Care Act from repeal.
Originally from New Hampshire, Spiro began his career in policy after graduating with honors from Princeton University. He holds a law degree from the University of Virginia School of Law and is a member of the Massachusetts bar.
