Washington, D.C. — The Center for American Progress announced today that Sam Berger has been named vice president for Democracy and Government Reform Program and that Will Roberts has been named managing director for the Democracy and Government Reform Program.
“Every day the Trump presidency presents new challenges to our democracy. Corruption in Washington has reached epidemic proportions, and the rule of law is being continually challenged, said Neera Tanden, president and CEO at the Center for American Progress. “Sam brings to our democracy program a unique combination of intellect along with extensive experience addressing rule of law issues from inside the White House. I can think of no one better to lead CAP’s democracy reform work.”
Sam Berger was most recently senior adviser at CAP, where he worked on issues related to anticorruption, rule of law, government reform, regulatory policy, appropriations, health care, and administrative law. From 2015 to 2017, Berger served as a senior policy adviser at the White House Domestic Policy Council, where his work focused on the Affordable Care Act and Medicaid. From 2010 to 2015, Berger worked at the Office of Management and Budget (OMB) in various roles, including senior counselor and policy adviser. While at the OMB, Berger worked on a variety of legal and policy issues, including the government shutdown, sequestration, executive orders, and presidential memoranda. Berger is a graduate of Swarthmore College and received his J.D. from Yale Law School.
“Will brings extensive experience on the Hill and in the advocacy space to CAP,” added Tanden. “Will’s fluency with many issues from voting rights and elections to oversight and ethics will be a tremendous asset as we look toward the inevitable challenges that the remainder of the Trump presidency and the 2020 elections will bring.”
Will Roberts has been the legislative director and chief counsel for Rep. Jamie Raskin (D-MD) for the past two years. As the leader of Rep. Raskin’s legislative team, he developed policy and legislative strategy and oversaw Raskin’s work on the House Judiciary, Oversight, Administration, and Rules committees. He also worked on a variety of issues related to transportation, education, elections, voting rights, ethics, criminal justice, civil rights, financial services and appropriations. From 2013 to 2017, Roberts was the federal legislative director at Every Voice, where he worked to advance small-donor elections systems at the municipal, state, and federal levels. From 2011 to 2013, Roberts worked as a legislative assistant for Rep. Donna Edwards (D-MD), where he worked on a variety of legal and policy matters. Roberts is a graduate of Howard University and received his J.D. from the Howard University School of Law.
Berger started his new role as head of the democracy program yesterday, and Roberts will join CAP on March 4th.
