Washington, D.C. — Today, the Center for American Progress announced that Scott Shuchart is joining the Center for American Progress’ Immigration Policy team as a senior fellow. Shuchart’s work will focus on increasingly meaningful immigration enforcement oversight and accountability in an effort to bring greater strategic coordination among litigators, advocates, and researchers.
“Scott has tremendous knowledge about the inner workings of the Department of Homeland Security (DHS) and of immigration policy and law overall, and he will be a strategic asset to our team,” said Tom Jawetz, vice president of Immigration Policy at CAP. “Scott has deep subject matter expertise and a strong analytic mind that will enhance CAP’s ability to expose waste and abuse within the DHS and propose alternatives better aligned with our shared ideals.”
From 2010 to 2018, Shuchart served as senior adviser to the officer for civil rights and civil liberties at the DHS, working extensively on immigration enforcement, detention and custody, and border security, with an emphasis on data-driven analysis to identify civil rights and civil liberties violations. He also led the DHS’ efforts to ensure that Immigration and Customs Enforcement’s (ICE) Secure Communities initiative and other programs respected civil rights and avoided racial profiling.
Prior to joining the federal government, Shuchart was a litigator at Altshuler Berzon LLP in San Francisco and at Boies Schiller Flexner LLP in New York City. He also taught at the Yale Law School Supreme Court Advocacy Clinic, where his students won several important cases in the Supreme Court, including the landmark asylum case Negusie v. Holder. He clerked for Judge Marsha S. Berzon on the 9th U.S. Circuit Court of Appeals and is a member of the New York and District of Columbia bars.
Shuchart earned his Juris Doctor from Yale Law School, as well as a Bachelor of Philosophy from Oxford University and a bachelor’s degree from Harvard College.
