Washington, D.C. — The Center for American Progress welcomes Edward K. Chung as the organization’s Vice President for Criminal Justice Reform. Chung joins CAP from the U.S. Department of Justice, where he was most recently senior advisor to the assistant attorney general for the Office of Justice Programs. At CAP, Chung will lead the organization’s efforts around criminal justice reform, including dealing with issues of mass incarceration, fair sentencing, systemic inequality, and reentry.

At the Office of Justice Programs, Chung served as the assistant attorney general’s point on issues related to criminal justice reform, violence reduction, civil rights, and policing issues. He also coordinated the Obama administration’s justice-related violence reduction and second chance efforts under the president’s My Brother’s Keeper Initiative. Chung has held positions at the U.S. Department of Justice’s Civil Rights Division, including special counsel to the assistant attorney general and trial attorney with the Criminal Section, where he prosecuted federal civil rights criminal violations throughout the United States.
Since receiving his J.D. from Georgetown University Law Center, Chung’s experience has included serving as senior policy advisor for The White House Domestic Policy Council; counsel for then-Chairman Patrick Leahy (D-VT) in the U.S. Senate Committee on the Judiciary; and assistant district attorney at the New York County District Attorney’s Office in Manhattan. He holds an M.A. in international affairs from The George Washington University Elliot School of International Affairs, and a B.A. in political science from Boston College.
