Washington, D.C. — The Center for American Progress announced today that Paul R. Verkuil will join the organization as a Senior Fellow. His work will focus on how to increase the government’s effectiveness, including developing new ideas on how to reform the federal civil service and improve the regulatory process.
“Paul comes to CAP with years of deep expertise in law, higher education, and improving the way the federal government works. He’s a champion of government transparency and making sure the American people can meaningfully engage in our democracy,” said Carmel Martin, Executive Vice President for Policy at the Center for American Progress. “We are grateful he will be bringing his experience and ideas to CAP.”
Verkuil served as the 10th chairman of the Administrative Conference of the United States. President Barack Obama named him to this post in 2009, and he was sworn in for his five-year term by Vice President Joe Biden in 2010 after being confirmed by the U.S. Senate. Verkuil is an accomplished administrative law professor and scholar who has co-authored a leading treatise titled Administrative Law and Process, now in its sixth edition; several other books, including most recently, Outsourcing Sovereignty from Cambridge Press in 2007; and more than 65 articles on the general topic of public law and regulation. He is president emeritus of the College of William and Mary, has been dean of Tulane University Law School and the Benjamin N. Cardozo School of Law, and was a faculty member at the University of North Carolina School of Law. He is a graduate of William and Mary and the University of Virginia School of Law and holds a J.S.D. from the New York University School of Law.
