Washington, D.C. — The Center for American Progress announced today that Andrew Green will join the organization as Managing Director of Economic Policy. Green comes to CAP from the U.S. Securities and Exchange Commission, or SEC, where he served as counsel to SEC Commissioner Kara Stein. Green will assume the role of Managing Director from David Madland, who will remain with CAP as a Senior Fellow.

He brings to CAP extensive experience dealing with a wide range of economic issues and broad expertise in financial markets,” said Marc Jarsulic, Vice President for Economic Policy at CAP. “Andy will play a key role in shaping CAP’s policies on everything from wage growth to inclusive capitalism to financial regulation, and he will lend an important voice to these debates with policymakers on Capitol Hill and in the administration, as well as in the media.”
At the SEC, Green advised Commissioner Stein on securities law, financial regulation, and related economic policy matters. Major areas of focus included the implementation of the Dodd-Frank Wall Street Reform and Consumer Protection Act, which responded to the financial crisis of 2008, and the Jumpstart Our Business Startups, or JOBS, Act, which sought to increase access to capital for small and midsize businesses. He also handled a range of accounting, asset management, corporate governance, and financial disclosure matters, as well as enforcement cases and international matters that came before the commission.
Prior to joining the SEC in 2014, Green served as counsel to U.S. Sen. Jeff Merkley (D-OR), where he handled banking, trade, budget, and legal matters. In that capacity, he served as staff director of the U.S. Senate Banking Committee’s Subcommittee on Economic Policy from 2013 to 2014, with responsibility for oversight of monetary policy, systemic stability, currency, and general economic matters. He participated in the passage of the Dodd-Frank Act in 2010 and was the lead staff member for the Merkley-Levin amendment, which added the Volcker rule into the law. He also participated in the passage of the JOBS Act as the lead staff member for the Merkley-Brown-Bennet amendment, which authored the law’s crowdfunding provisions.
Prior to joining Sen. Merkley office’s in early 2009, Green practiced corporate law at Fried, Frank, Harris, Shriver & Jacobson in Hong Kong and Shanghai. His practice focused on corporate finance, initial public offerings, and cross-border merger and acquisition. Green holds a B.A. in government and an M.A. in East Asian regional studies from Harvard University and a J.D. from the University of California, Hastings College of the Law.
