Policy Analyst/Senior Policy Analyst, Higher Education Policy

American Progress has an immediate opening for a Policy Analyst or Senior Policy Analyst on its Higher Education Policy team. The team is devoted to advancing progressive and equitable higher education policy priorities. The Policy Analyst or Senior Policy Analyst will conduct quantitative and qualitative analyses and literature reviews; write reports and other products; and engage with other organizations, researchers, and advocates to conduct research and advance postsecondary education policy priorities.

The successful candidate will be driven by American Progress’ mission “to improve the lives of all Americans through bold, progressive ideas as well as strong leadership and concerted action, with the aim of not only changing the conversation, but changing the country.” They will join a dynamic team of colleagues to assist in strengthening the Higher Education Policy team’s policy and outreach work and supporting American Progress’ five crosscutting priorities:

  • Tackling climate change and environmental injustice
  • Advancing racial equity and justice
  • Restoring social trust and strengthening democracy


  • Manage an area of analysis for the Higher Education Policy team, including tracking major developments in that area, conducting appropriate analyses, providing commentary, and developing creative and workable policy solutions.
  • Produce a variety of written products that advance the Higher Education Policy team’s work on higher education equity, accountability, quality, and data, including multiple reports every year—or the equivalent volume of work—through issue briefs, columns, and op-eds.
  • Conduct quantitative analyses using datasets, including cleaning, merging, and using statistical software to produce original analyses.
  • Conduct qualitative research, including analyses of statutory, regulatory, and other policy documents.
  • Provide research support for members of the Higher Education Policy team.
  • Present American Progress’ work through presentations and meetings with policymakers, coalitions, and other thought leaders.
  • Perform other duties as assigned.

Requirements and qualifications:

  • Bachelor’s degree or equivalent combination of education and experience. A graduate degree is preferred for the Senior Policy Analyst role.
  • Interest in focusing on equity, accountability, student debt and loan repayment, or student success.
  • Experience in public policy and/or relevant government experience is preferred.
  • Quantitative skills—including the ability to oversee others’ data analysis using Stata, Statistical Package for the Social Sciences (SPSS), Statistical Analysis System (SAS), R, or similar programs to conduct high-quality data analysis— are preferred but not required.
  • Demonstrated ability to synthesize complex ideas and findings through oral and written communication.
  • Ability to prioritize, multitask, and meet deadlines in a fast-paced environment.
  • Ability to initiate and execute creative approaches to advancing policy.
  • Experience analyzing federal and state government data.
  • Excellent interpersonal skills and ability to work well as part of a team and across organizations.
  • Strong written, analytical, and oral communication skills, including the ability to write in a variety of formats, such as op-eds, talking points, memos, and social media platforms.
  • Ability to prioritize, multitask, and meet deadlines in a fast-paced environment.
  • Ability to think creatively and strategically to advance a policy agenda.
  • Strong attention to detail and organizational skills.
  • Demonstrated record of community, student, and/or borrower engagement, organizing, campaign management, or related work is preferred.
  • Commitment to American Progress’ mission and goals.

Both positions are part of a bargaining unit represented by IFPTE Local 70.
