Why Didn’t Obama Give Hillary Clinton’s Speech on Defeating ISIS?

Why didn’t President Barack Obama give the speech Hillary Clinton delivered Thursday on defeating Islamic State?

This was, overall, an address that President Obama could have delivered. The overarching strategic framework and key ingredients recommended by both the president and his former secretary of state are similar: Work with coalition partners to get them to pull their weight in this fight, install safeguards against the slippery slope of deploying large numbers of U.S. combat troops to the Middle East, use intelligence and law enforcement tools to keep Americans safe at home, and push back against the calls to close U.S. borders to desperate refugees.
