The American Rescue Plan Act of 2021 dedicates a portion of relief funds to addressing unfinished learning. The Center for American Progress joined the Education Trust, Education Reform Now, FutureEd, and the Success for All Foundation to provide some recommendations to the Department of Education on how best to support state and local efforts looking to effectively spend these funds. One best practice would be to implement targeted, intensive tutoring to those experiencing the most unfinished learning. The department should also support states and districts by including tutoring as a routine part of educational practice to accelerate learning in the long term, while also paying attention to details such as student-tutor ratios, scheduling, and location to maximize effectiveness.
