The result is an off-the-shelf plan featuring nearly 250 recommendations for early policy signals, executive actions, and legislative proposals that a willing administration and the 117th Congress could adapt, adopt, or advance within the first 100 days. This ambitious plan provides a blueprint that the next administration and Congress can use to rebuild America’s national security institutions, reset critical international relationships, live our democratic values, and restore American leadership around the world.
