American Progress congratulates The Honorable António Manuel de Oliveira Guterres, former Prime Minister of Portugal, on his nomination as U.N. High Commissioner for Refugees. The High Commissioner plays a critical role in safeguarding the rights and meeting the needs of the world’s estimated 17 million refugees. With his unquestionable commitment to protecting those suffering from poverty and oppression, Mr. Guterres will not only advance the cause of refugees on the international agenda, but make a real difference in the daily lives of victims of crisis and conflict.
