Patrick Dolan is an associate director of State and Local Government Affairs at American Progress, where he helps manage the organization’s relationships with state and local governments and outside organizations.

Prior to joining American Progress, Dolan served as a legislative associate at the National Governors Association, or NGA, where for four years he worked to advance governors’ bipartisan federal policy priorities on energy, natural resources, environmental protection, and economic development. Dolan coordinated the organization’s regulatory activities surrounding the U.S. Environmental Protection Agency’s, or EPA’s, Clean Power Plan, and liaised with EPA leadership and governors on state-specific goals to reduce carbon emissions, energy infrastructure, and electric grid reliability.

Previously, Dolan worked on the policy team for Colorado Gov. John Hickenlooper’s (D) 2010 gubernatorial campaign and as an organizing fellow for President Barack Obama’s 2008 presidential campaign in Denver.

Originally from Englewood, Colorado, Dolan is a diehard Denver Broncos fan and an avid golfer and skier. He graduated with a bachelor’s degree in political science from Roanoke College in Salem, Virginia.
