Idea of the Day: Creative Policymaking to Help Internally Displaced Persons

Internal displacement illustrates civilians’ vulnerability. “New wars” use civilians as pawns—and create tension between individual protection and state sovereignty. The responsibility to protect doctrine should therefore be extended to encompass those targeted and forced to flee their homes within their own countries.

Idea of the Day: Create a Workforce with World-Class Science and Technology Skills

America is not on track to create the workforce that we need to remain globally competitive in the 21st century, particularly in science, technology, engineering, and mathematics.

Idea of the Day: Expand the Child Tax Credit

The Senate is currently considering legislation that would expand the Child Tax Credit and bring relief to the families who need it the most.
July 28, 2008

Idea of the Day: Increase Vehicle Fuel Economy

To create low-carbon transportation across our country we propose a rapid increase in the fuel economy of our vehicle fleet to 40 mpg by 2020 and at least 55 mpg by 2030.
July 25, 2008

Idea of the Day: Increase the Production of Renewable Electricity

We can lower the amount of greenhouses gases produced by electric power, which now generates 36 percent of our carbon emissions.
July 24, 2008

Idea of the Day: Invest in Low-Carbon Transportation Infrastructure

To boost greater use of alternative low-carbon transportation we propose new investment in more diverse and inter-modal transportation networks.
July 23, 2008

Idea of the Day: Lead Efforts to Advance International Global Warming Policies

The United States needs to reclaim the lead in global efforts to combat climate change by getting our own house in order while simultaneously joining current international efforts to reduce greenhouse gas emissions.
July 22, 2008

Idea of the Day: Improve Efficiency in Energy Generation, Transmission, and Consumption

Energy efficiency is the cheapest, fastest way to reduce the carbon intensity of our economy.
July 21, 2008

Idea of the Day: A Great American Dream Neighborhood Stabilization Plan

We propose to establish a Great American Dream Neighborhood Stabilization, or GARDNS Fund to provide money quickly and efficiently to local non-profit organizations or municipalities to purchase foreclosed properties and offer them for sale to qualified low- and moderate-income families on affordable terms.

Idea of the Day: Make Borders Smarter and More Visible, but Still Open

Proper security will improve visibility so that we can reliably differentiate the right people who want to invent the next great thing from the wrong people who want to commit the next worst thing.
July 17, 2008

Idea of the Day: Give Foreign Aid a More Lasting Impact

Our foreign aid can have greater and more lasting impact. Getting the balance right will take a considerable shift in our analysis and our outlook.
July 16, 2008

Idea of the Day: Make National Preparedness an Urgent Priority

While the government now talks the talk of national preparedness, it has yet to set priorities and devote the resources necessary to make the country better able to cope with and recover from significant disasters of any kind.
July 15, 2008

Idea of the Day: Improve Redundancy and Resiliency of Energy Production and Distribution

Given rising energy prices due to increasing global demand, any major system disruption could send markets skyrocketing and even spark a global recession. The primary vulnerabilities overseas involve both production and transportation.
July 14, 2008

Idea of the Day: Internationalize Supply Chain Security Standards

A global security system of action, reporting, and oversight is required that protects supply chains from the point of manufacture through our ports to store shelves at major retailers such as Target or Wal-Mart.
July 11, 2008

Idea of the Day: Strengthen Chemical Security Oversight

A comprehensive approach for chemical security is needed that stretches across the entire chemical supply chain, from manufacture and transportation—arguably the point of highest risk—to storage and use.
July 10, 2008

Idea of the Day: Protect the U.S. Economy from Costly Disruptions

By minimizing the economic loss and disruption of a terrorist attack, we prevent groups such as Al Qaeda from achieving their strategic objective.
July 9, 2008

Idea of the Day: End the "War on Terror" and Refocus on Al Qaeda

The United States must shift its emphasis back to the perpetrators of the 9/11 attacks and the global movement it has spawned.
July 8, 2008

Idea of the Day: Close Remaining Gaps in Aviation Security

While the primary vulnerabilities that enabled the September 11 hijackings to occur have been addressed, terrorists have gone “back to the future” and are once again trying to smuggle bombs on board aircraft.

Idea of the Day: A Methodology for Measuring Development Success

Of all the challenges involved in military-humanitarian assistance, measuring success is perhaps the most difficult as well as the most vital.
July 3, 2008

Idea of the Day: Support for Short- and Long-Term Development

If the United States hopes to promote its interests in combating extremism and promoting stability through the use of development assistance, then it must take steps to protect and coordinate both the short-term development projects that the military performs and the long-term development programs managed by its civilian agencies.
July 2, 2008

Idea of the Day: Adopt a National Development Strategy

If development assistance is to be a central component of U.S. national security policy, then it must be guided by an overarching strategy linking it to other instruments of national power.
July 1, 2008

Idea of the Day: Build a National Consensus on Development

To sustain support for the level of development activities essential for America’s interests, there must be a broad consensus among the American people regarding the importance of international development for America’s security as well as its values.
