The "Transformation" of U.S.-Russia Relations

Although there have been significant improvements in the U.S.-Russia relationship over the past 20 months, it has not been transformed fundamentally; it remains a mixture of competition and cooperation. There are some important differences from previous periods in the relationship though, most importantly the concerted attempt this time around to broaden government-to-government ties. The events of August 2008, however, did transform the politics of U.S.-Russia relations.
