Barack Obama's foreign policy to-do list is long and daunting. One of his great challenges is Iraq, specifically handling US troop withdrawal as a lesser-known displacement crisis rages on. Since the war began in 2003, some five million Iraqis have been displaced internally or become refugees, ending up mostly in Syria and Jordan.
