How broad should conscience refusal rules be for health care providers who object to providing medical treatment on religious or moral grounds? Should conscience refusal rules apply to institutions as well as individuals? What are the consequences of refusal rules for patients—and their conscience? How do we resolve conflicting issues of conscience in a diverse democracy?
