Julie Kowal

Julie Kowal is a senior consultant with Public Impact, where she has conducted extensive education policy and management research to inform school restructuring and improvements in human capital. Her recent work includes studies of private and charter school teacher compensation, innovations in teacher and leader training, and hard-to-staff pay programs in education. Julie earned her law degree with honors from the University of North Carolina at Chapel Hill.
