Rev. Jeff Carr
Rev. Jeff Carr is Director of Gang Reduction and Youth Development Programs for the City of Los Angeles. As deputy mayor, Jeff advances the City’s efforts to reduce gang violence, enhances opportunities for youth and oversees all City gang prevention, intervention and re-entry programs.
Jeff has extensive experience implementing youth development programs and creating programmatic and fundraising strategies for nonprofits. Additionally, Jeff understands the significance of collaboration among government, community-based and faith-based organizations to reduce violence.
In 1987, Jeff began a 17-year career with the Bresee Foundation with many significant successes. He was responsible for its overall provision of comprehensive programs for over 3,500 low-income youth and families annually. Jeff more than tripled its revenue. He led its successful $2.7M capital campaign to build the Bresee Community Center. He created a first-time offender program that provided comprehensive community-based services for juvenile offenders.
Jeff founded Bresee Foundation's Youth Program, a multi-faceted, community-based program for at-risk youth. It transformed from simply providing supervised recreation for high school students into a holistic program, providing recreation, tutoring, college scholarships, technology, employment training, social activities and spiritual development for young people ages 11-21.
He and his family lived in Bresee's inner-city neighborhood, reflecting their commitment to contextual ministry. Jeff was raised in the Church of the Nazarene and followed his father's footsteps as an ordained minister.
Prior to his current position, Jeff served from 2005-2007 as Chief Operating Officer/Chief of Staff for Sojourners/Call to Renewal in Washington, D.C., a progressive Christian social justice organization. He managed 50 employees, leading finance, personnel, marketing and development departments.
Jeff's community involvement includes Founding Member of the California Community Technology Policy Group, Chair, Computers in Our Future Network, and Chair, United Way/IBM Team Tech Project.
