Roger Auerbach

Roger Auerbach, an independent long-term care consultant, is affiliated with The Lewin Group, a national health care and human services consulting firm. Mr. Auerbach assists states in developing long-term service systems with an emphasis on community living alternatives to institutional care for people with disabilities of all ages. Recent work includes community-based care waiver development, single point-of-entry design and implementation, institutional diversion and transition programs, eligibility determination improvement, and Medicaid buy-in development for workers with disabilities.

Mr. Auerbach was the Administrator of Oregon’s Senior and Disabled Services from 1995-2001 where he was responsible for: all Medicaid long-term care programs for older adults and adults with physical disabilities; licensure, quality assurance and quality improvement for all long-term care providers; eligibility determination for a wide variety of support programs; adult protective services; Older Americans Act programs; and employment services for adults with disabilities. During his tenure, he served as Vice-Chair of the National Association of State Medicaid Directors and 2nd Vice-President of the National Association of State Units on Aging.

His previous positions include serving as Acting Director of Oregon’s Employment Department where he was responsible for employment and re-employment programs, unemployment insurance, labor market research and information, and the promotion and regulation of child care, and as Senior Policy Advisor to Oregon Governor Barbara Roberts from 1991-1994. Prior to his career in state government, Mr. Auerbach served in executive positions in state affiliates of two national public employee labor organizations.
